DEFICIT- SOLUTION 1- Every agency is required to spend it's quarterly budget or lose it in the next quarter. This means that if they need one pencil they'll buy a hundred just to make sure they spend their budget (wasting your monies). Let's instead give an incentive for the government employees to find ways to save our monies and then we can put it in a nest egg to deal with emergencies or actual fix things or give it those monies back to the people.
