From "Real Time Congress" (2/18/11):

 • DEBATE - Pursuant to a previous order of the House, the Committee of the Whole proceeded with 6 minutes of debate on the Griffith (VA) amendment number 109. Amendment offered by Mr. Griffith (VA). An amendment numbered 109 printed in the Congressional Record to prohibit use of funds to the EPA, the Corps of Engineers, or the Office of Surface Mining Reclamation and Enforcement may be used to carry out, implement, administer, or enforce any policy or procedure set forth in the memorandum issued by the EPA. 10:02 AM
 • POSTPONED PROCEEDINGS - At the conclusion of debate on the Griffith (VA) amendment, the Chair put the question on adoption of the amendment and by voice vote, announced the ayes had prevailed. Mr. Moran demanded a recorded vote and the Chair postponed further proceedings on the question of adoption of the amendment until a time to be announced. 10:02 AM

Anyone know what the Memo said? It probably related to the Oil Moratorium, right? Wonder when/if this is going to be codified? Sounds like the House was successful in stopping the EPA from going rogue and enacting more legislation in an end-run-around Congress! Way to go 112th Congress!

ADDITION TO NOTE>>> I did a little searching online.. This Amendment had to do with HR.1 (and related H.Res.92) "Providing for consideration of the bill (H.R. 1) making appropriations for the Department of Defense and the other departments and agencies of the Government for the fiscal year ending September 30, 2011, and for other purposes, and waiving a requirement of clause 6(a) of rule XIII with respect to consideration of certain resolutions reported from the Committee on Rules."

I'm still curious as to what that EPA Memo said!

2ND ADDITION TO THE NOTE>>> I think it might have to do with this: (2/11/11) "WASHINGTON - The E.P.A. (EPA) and U.S. Coast Guard (USCG) today signed a memorandum of understanding (MOU) to work together to protect people's health and the environment. The MOU outlines steps the agencies will take to better coordinate efforts to prevent and enforce against illegal discharges of pollutants from vessels, such as cruise ships and oil tankers." See: http://www.greenenvironmentnews.com/Environment/Air/E.P.A.+and+U.S....

If I'm correct... this is a GOOD step towards stopping OBAMA's squeeze on our energy independence! Way to go House!!
