With an approaching mid-term election, Obama's answer to the economy and unemployment rising has been to take advantage of a good crisis to achieve his agenda. Unemployment Insurance is a tax. Businesses/employers pay it. The tax proceeds go into a"pool"of funds from all companies paying the tax. The government administers Unimployment Insurance and the tax, the tax rates, the pool and who gets benefts.
