What Is It About Executive Orders That Seem So Imposing on Americans?

I have been reading a lot about all these "executive orders" that Obama has been signing and telling Americans that he will bypass Congress and the judiciary if we all don't comply with his will, and pass the laws, etc that he wants. And most of his administration, and it seems that many in our Congress seem so blinded by his charm and threats, that they act as if Obama can just sign his way over all our existing laws and even our Constitution by signing his "executive orders." I have been thinking a lot about this election and the consequences of the 2008 election.
