Bill Clinton wanted to shrink the military but he had a problem. There were a lot of military bases and closing some of them would save a lot of money Clinton could blow on wasteful projects that would reward key Democrat donors and constituents. Clinton could not close the military bases out right because the Congressmen and Senators in the states worked very hard to protect their turf. …
