The House will still vote on repealing the cuts to military pensions this week, even though the proposal was stripped from House Republican leadership’s plans to raise the debt limit, according to a House GOP leadership aide.

House GOP leaders plan to hold a separate vote to repeal the $6 billion military pension cuts that were included in the December 2013 budget deal, in addition to the clean debt-limit bill, according to the aide.

In New Pitch to Pass Jobless Pay, Harry Reid Sweetens Deal With Measure to Restore Military Pension Cuts

The Senate this week will make another attempt to pass an extension of federal unemployment insurance by tying the effort to a plan to restore military pension benefits.

Senate Majority Leader Harry Reid announced a Thursday vote on a bill that would provide federal jobless pay for three months.

Two prior votes to pass the extension have been blocked by Republicans because of the cost.

This time, consideration of the bill will be followed as early as next week by a separate vote on legislation to restore recent cuts to the cost-of-living adjustment (COLA) in military pensions, a priority for many lawmakers in both parties but Republicans in particular.

The Army would be slashed by more than 100,000 soldiers to a force of 420,000 by 2019 under budget plans set to be unveiled next month.

It is a level far below what Army leaders have said they would need to ensure they can fight one major war. The military is downsizing because of fiscal pressure and the winding down of wars in Iraq and Afghanistan.

The Army now has 528,000 soldiers and had been scheduled to drop to 490,000 troops by 2019. The 420,000 level reflects Pentagon planning based on automatic budget cuts that will cut about $500 billion from the military over the decade unless Congress restores the funding.

Father Ray Leonard, the Catholic Navy Chaplain who sued the Department of Defense and the Navy after he was barred from celebrating Mass at Kings Bay Naval Submarine Base in Georgia during the recent the Government shutdown, is now the target of Government retaliation even though the Department of Justice indicated the day after the lawsuit was filed that he could resume his duties as a Navy Chaplain.

The retaliation involves repeated Government assertions that the employment contract under which Father Leonard was working is no longer “valid”, demands that he must sign a new contract containing several pages of onerous new terms if he wants to be paid and refusals to pay for services he had already performed. 

As a result, the Thomas More Law Center (“TMLC”), a national public interest law firm based in Ann Arbor, MI, on January 6, 2014 filed an amended complaint in their original federal lawsuit to prevent further retaliation against Father Leonard for exercising his constitutional rights.  The amended complaint added a claim against the government for its retaliation toward Father Leonard which occurred after the filing of the initial complaint.
