It would appear that the EPA is exercising and expanding its jurisdiction to "Civil Rights" working in conjunction with the Office of Civil Rights and the Office of the General Counsel. I received this email correspondence and thought I should share it with you for your comments. Please be sure to send them also to the EPA link below.
Plan EJ 2014: Advancing EJ through Title VI of Civil Rights Draft Supplement Released - Comments Requested
Administrator Jackson has made improving EPA's civil rights program a priority. Complying with EPA's statutory civil rights obligations is a critical part of the Agency's efforts to advance environmental justice. As part of this effort, EPA is pursuing long overdue, vigorous, robust, and effective implementation of Title VI of the Civil Rights Act of 1964 and other nondiscrimination statutes.
The Office of Civil Rights (OCR), in consultation with the Office of Environmental Justice (OEJ) and the Office of General Counsel (OGC), have developed a draft implementation plan, "Advancing Environmental Justice through Title VI". The draft focuses on Title VI and its integration with Plan EJ 2014. The EPA is asking the public to comment on the draft supplement to Plan EJ 2014.

But, since when does the EPA have the authority to reach down through State government, down to counties and cities?
The EPA is shredding our Constitution.
Why isn't each State bringing suit to halt the EPA in its tracks?
Very simple --- the States are sucking at the Federal teat, so they don't want to give up the Federal money.
We are the victims of our own greed.

That's just it! The EPA does NOT have the authority to do that; however, under Obama, all the laws and rules are broken.

I live on a private (both power company and private citizens owned) Lake in Central Missouri (Lake of the Ozarks). There are thousands of resorts and launching ramps for those who don't own lakefront property, to utilize.
FERC (Federal Energy Regulatory Commission) and the privately owned power company (Ameren), in collusion, ordered over 4,000 structures to be demolished; i.e., homes and other buildings that had been on privately owned, and property tax paid, by the private citizen owners, for up to 80+ years.
After citizens fought back, FERC acknowledged they had, at one time, and in utter desperation, read The Constitution and had a rudimentary understanding of private property ownership, property taxes and what it means to be an American.
Now we're faced with the Private power company usurping all lakefront property so they can enforce their imaginary Project Boundary; i.e., the Project Boundary that used to surround the dam site, proper, but now to establish a ring of ownership, over 1,000 miles of shoreline, (like Corps of Engineer's Lakes - - the Federal Government owns the property), effectively making it Public Access, so campers may camp and party in your front yard.
This same attack on private citizens ownership is occurring at several other places around the nation; i.e., Smith Mountain Lake in Virginia and others. The power company (Union Electric and now Ameren) has generated electricity for 80+ years with no problem with where private owners built homes on their privately owned property (of course paying the taxes).
We need to eliminate, or at least neuter, regulations that are simply irrational or retard our economy. The easy part is identifying those agencies and departments - - - the hard part is to elect people with the backbone to do the right thing.
We got it right in 2010 by sending 60+ honest folk to Congress and 600+ to Local and State government - - we need to double that number by making intelligent selections in the primaries and definitely, November 6th!
We may have to provide free one-way tickets for the more wacked-out environmentalists . . . to the Communist nation of their choice . . . but I think donors will be standing in line to participate in this endeavor.

The Secretary-General must be served with papers terminating the UN's lease on any and all property on or within the borders of the USA no later than five-years hence and directing the Secretary-General to relocate the headquarters and any/all UN offices OUTSIDE the borders of the USA within that five-year time-period or ALL USA monetary obligations to the UN will cease!

Why don't they take these damn abbreviations and shove 'em where the Sun don't Shine! When are they going to learn that it is just "Justice Stupid"? Environmental Justice now! I've already took that one step ahead of them when they had "Affirmative Action" for Viet-Nam veterans my certificate # is 7113. So let them take that in their pipe and smoke it!
